ETHICS AND PUBLICATION GUIDELINES

I. OPEN ACCESS STATEMENT

• This is an open-access online publication, meaning that all content is freely available to users and their institutions. Users are allowed to read and download, search, or link to the full texts of the articles in this publication without asking prior permission from the publisher or the author.

II. PEER REVIEW PROCESS

• This online publication follows a double-blind peer-review process.

• After a manuscript is received, it is sent to the topic expert for blind review.

• The review process takes up to 15-30 days, depending on the availability of the reviewers.

• Manuscripts are evaluated based on the following criteria:

• Contents that are based on updated information relevant to the topic or area

o   Organization of the ideas into a coherent and meaningful article

o   Intellectual property compliance

o   Technical aspects such as the language used, accuracy, and timeliness of the information, etc.

• The Managing Editor reserves the right to accept or refuse a manuscript for publication, without assigning any reasons.

• After the review process is complete, the authors will be informed of the reviewers' decision by email.

III. PLAGIARISM POLICY

• Dreamer Publishing Services strictly adheres to the NO PLAGIARISM POLICY based on the Intellectual Property Code of the Philippines. Therefore, all submitted articles undergo plagiarism checking using our plagiarism-checking software (SCRIBBR and TURNITIN). Authors are notified if they pass or fail the plagiarism check. Once they fail, they will be informed and given time to revise their paper until it passes in the plagiarism check.

IV. GRAMMAR CHECK

• To ensure that the article is free from grammatical errors and structure, authors are encouraged to use the Grammarly software if the article is written in English.

V.  COPYRIGHT OF PUBLISHED ARTICLES

• Copyright ownership of all creative works published by Dreamer Publishing remains solely with the author. Dreamer Publishing does not claim ownership, co-ownership, or assignment of copyright over any literary or creative work submitted to and published by our platform. 

"Under Philippine law, original intellectual creations in the literary and artistic domain are copyrightable. These include books, pamphlets, articles and other writings; periodicals and newspapers; lectures, sermons, addresses, dissertations prepared for oral delivery; letters; dramatic or dramatico-musical compositions; choreographic works or entertainment in dumb shows; musical compositions; drawing, painting, architecture, sculpture, engraving, lithography; models or designs for works of art; original ornamental designs or models for articles of manufacture; illustrations, maps, plans, sketches, charts and three-dimensional works relative to geography, topography, architecture or science; drawings or plastic works of a scientific or technical character; photographic works including works produced by a process analogous to photography; lantern slides; audiovisual works and cinematographic works and works produced by a process analogous to cinematography or any process for making audio-visual recordings; pictorial illustrations and advertisements and computer programs." (Federis Intellectual Property Law, 2013).

• The submission form will be sent to the authors with the accepted manuscript, and they must provide their personal profile, attach the article, complete and sign the Copyright Form & the Declaration of Anti-Plagiarism Form, and attach the proof of payment.

VI.  PUBLICATION TIME

• Authors will be notified once their article is published. Printed publications are published after 2-3 months.

• The manuscripts are published as soon as they are ready, by adding them to the "current" volume's issue. Generally, the publication process takes around 1-2 weeks, on top of the 15-30 days of review. Online publication, and 2-3 months for the printed version.

• For foreign authors residing outside the Philippines who want hard copies, email dreamerpublishingservices@gmail.com for shipping procedures.

VII. ARCHIVING POLICY

• All the materials published by Dreamer Publishing Services are archived in the Dreamer Publishing Services registry, the National Library of the Philippines, and on this website, as it is registered with the National Book Development Board of the Philippines.
